Let's review.
- The city recognizes that olympic plaza is not suitable for camping, thus we have bylaws against camping in the park.

- The city has posted signs letting the public know "you can't camp here, it's not a suitable space for camping "

- When the protesters set up a camp the city says "we have bylaws against camping there, it's not a suitable space for camping"

- The protesters continue camping
- The city post a notice that once again says "this is not a campground"

- The protesters continue camping
- The city issues tickets saying "you can't camp here, it's not a campground"

- A tent catches fire and injures two people
The city has maintained from the onset that Olympic Plaza is not a campground, they have told the people camping there that it is not a campground. The protesters choose to ignore these many, many warnings and continue to camp. Then when they got hurt "Hey! How come you didn't protect us!"
