I'm pretty much done letting strugglers merge. I'm not intentionally blocking anyone or changing my speed to be a dick about it, and obviously there's exceptions like gridlock, bad weather, and some merges that are kinda blind.
But if I'm cruising along, not changing my speed at all, massive gap in front and behind me, and some donkey in a civic throws their signal on and just sits right next to you with a stunned look on their face.... Sorry bud, you're gonna have the figure that one out on your own.

Merging is a team activity. It’s not a yield. I generally agree they should target a gap but if you aren’t willing to vary speed you are part of the problem.

Not only vary speed, but move over to the left lane if there’s space. Vehicles in all lanes in a merge zone are supposed to move to make space, with none of them having priority over the other.

Exactly. Person already on that road obviously has the right of way, but it seems like a common courtesy to get over a lane if it's empty for ease of traffic flow.
Plus, who wants to get caught in the far right lane with a major merge point coming up anyway? It's messy and frankly annoying. No thanks...

Are we talking 'merge', as in on a freeway entrance? Or just cruising along an urban street?
If the latter, the driver changing lanes needs to either accelerate or slow down as to create a gap. Not hard.
The people who drive right next to you then throw on their blinker are strugglers. The worst thing you can do for society is enable a struggler's behaviour, therefore not incentivising them to change.

Neither driver actually has the right of way in a merge situation according to the Alberta drivers book:

Merging is done when two roadways join into one and the traffic on the main roadway must cooperate to allow enough space for vehicles to enter from the merging lane. Neither the merging vehicle nor the vehicles already on the highway have the right-of-way. Merging is a shared responsibility between the vehicles joining the roadway and the vehicles already on the roadway

Physics has precedent though. No one has ever gotten a ticket for merging issues.
I will make minor adjustments but I am not slamming brakes for ya when you could have slowed down or speed up. I'll gladly move over if I can but if I can't, fata you.

The strugglers that really bother me are the ones who try to merge at half the road speed. I hate being behind those people on the ramp.
I see it a lot when folks are trying to merge onto Deerfoot. You are merging onto a road that is 100. Why in the bloody blue blazes are you trying to merge at 50-60!

Yup. If you are a struggler and its amazing how easy it is to pick out a struggler (RIP 4X4) in 3 seconds, I am not slowing down for you. Plenty of space behind me you can get into. Aggressive I will allow in all day long, because that's the last I will see of you. Struggler I might have to deal with for a while so you can go behind.
The worst in the city is here. 95% of the time I drive this, someone either has to last minute switch to the left or right. I even tell my kids as I approach. "Watch this, someone is going to last minute change" and it always happens.
