In the 3rd round, my pick for Best Costume goes to... Captain America. For me there is no better costume in comics, one look and you know what this guy is all about.
Captain America doesn't have superhuman powers, unlike most popular superheroes (excluding Batman, of course). But the Super-Soldier Serum increased his body to the physical maximum. He literally has the max abilities it's possible to have and not be a superhuman.
He punched Hitler and routinely beat up on Nazis by the way.

As you'll notice there's a bit of an X-Men theme to my picks, because while I have read others, it's where my heart is. This pick WAS between him and a DC one though.
So, carrying forward, team Deliciously Evil is picking Remy LeBeau, aka Gambit, and is putting him (for now) into the Male Villain Category.
A mutant, Gambit possesses the ability to manipulate kinetic energy. He is also skilled in card throwing, hand-to-hand combat, and the use of a staff.
A member of the New Orleans Thieves' Guild adopted at a young age and an X-man capable of charging objects with kinetic energy. For a time he worked for Mr. Sinister, who operated on him to help control his powers and whom he assisted in the Mutant Massacre beneath the streets of New York.
Upon the return of Apocalypse, Gambit submitted himself to the villain and was transformed into one of Apocalypse's Horsemen, Death. Gambit intended to infiltrate himself into Apocalypse's ranks in order to protect the X-Men from the Dark Lord's eventual betrayal, but he miscalculated, as the transformation process warped his mind as well as his body. After becoming Death, Gambit's hair turned white and his skin turned deep black. Despite having his mind and body twisted, Gambit retained a large portion of his former self, stating to Apocalypse, "I'm both Death and Gambit", and he also remembered his love for Rogue as he could not bring himself to kill her. Gambit and Sunfire then returned to the Xavier Institute to claim Polaris. Gambit, in an attempt to free all ties with his old self, tried to kill Rogue and would have been successful had it not been for Pulse neutralizing Gambit's powers.

Team "Breaking the 4th Wall" is proud to select, as their female villain, straight from The Joker's side! Harley Quinn!
One of the few characters to start out as a cartoon addition and be ported over to the comics. She was originally only going to be a one off but writers of Batman the Animated Series decided to bring her back, and good thing they did! She immediately became one of the most popular characters on the show, to the point DC actually retconned certain Joker stories in the comics to include her.
Originally Harleen Quinzell. She was a psychiatrist at Arkham Asylum and slated to treat The Joker. But something went horribly wrong and instead of treating the Clown Prince of Crime she instead fell in love with him. She would then go to help The Joker break out and become his ever loving henchwoman. Ofcourse this relationship is totally dysfunctional, and many wonder if the Joker actually cares for Harley, but she keeps coming back anyways.
She doesn't look that menacing, but she packs quite a punch (gun!). She's smarter than she acts and that is saying something since she's goofier than the Joker and acts like an air head most of the times, but when it comes time she's still a smart college taught woman, however the only time she really uses her brains is when she needs to win back the Joker's affection or prove to herself that she doesn't need him.

To fill the role of Female Villian, I'm proud to present Wolverine's foe, Lady Deathstrike!!
Her father Lord Dark Wind created the adamantium-bonding process that was forced on Wolverine. A self-styled warrior, Lady Deathstrike hired the villain Spiral’s "body shoppe" to bond adamantium to her own skeleton in addition to other cyber-genetic enhancements. She has since worked as a mercenary and assassin and feels a need to prove herself by killing Wolverine.
Abilities: Superhuman strength, speed, agility, and reflexes, Adamantium skeleton and retractable claw nails and accelerated healing factor

Sam grew up in a tough Harlem neighborhood. His father, a minister, had been killed trying to stop a fight. Sam did his best to try and do the right thing, but his grief and anger eventually led him down a criminal path. He took on the name of "Snap" Wilson while working for the mob.
After an assignment, on the way to Rio de Janeiro, Sam's plane crashed on a remote Caribbean island named Exile where the Red Skull and his henchmen were hiding out. The Red Skull sought to use Wilson as a pawn to attack Captain America (who was currently on the island) with. He used the Cosmic Cube to revert 'Snap' into Sam, and give him the ability to telepathically communicate with birds, especially a bird that Wilson had bought named Redwing. After their initial skirmish, Cap was able to shake Wilson of the Skull's programming. Together they defeated the Skull, and the Falcon became Cap's partner for a long time, later being helped when the Black Panther created a harness for him which allowed him to fly. The Falcon ultimately left as Cap's partner when he was named the leader of the SHIELD Super-Agents.
Powers
Telepathy: Sam was given the ability to telepathically link with birds endowed by the Red Skull using the Cosmic Cube. This link is strongest with his companion, Redwing. He is also able to extend his empathic link to other birds making it possible for him see through their eyes. He seems able to use this power with any bird within a one mile radius.
Abilities
Master Martial Artist: Sam has been trained by Captain America in multiple forms of combat and martial arts making him a dangerous combatant.

Master Aerialist
Aerial Combat Master: Due to his abilities and experience, he is one of the best aerial fighters in the world. Other flyers such as Iron Man have stated that Sam is even better than he is.

VARIABLE THREAT RESPONSE BATTLE SUIT, Model XVI, Mark I

The Variable Threat Response Battle Suit, Model XVI, Mark I, is designed unapologetically for total and complete warfare, hence the nickname, War Machine. In fact, Tony Stark himself has said that he is "delighted at its compactness and horrified at its concentration of deadliness."
The suit is prepared for total war, but was designed under the idea of "response in kind." Stark wanted a flexible armor that contained various levels of response, a host of offensive possibilities available depending on the threat level.
Armaments
- The battle computer, processing a plethora of tactical info from the sensors, can find and track several targets at once with help of a 20-watt Infrared helmet-mounted laser sight (with advances in miniaturization the sight is no bigger than a tube of lipstick). This laser targeter can illuminate targets Iron Man isn’t even looking at, enabling him to maneuver and fire on the fly. (It fires out the front and the back—so even as he flies away from an object, he can strike it.) The laser sight allows for pinpoint accuracy.
- Model XVI features a deployable Missile Box with an eight missile cache, stored in “silos” with one-shot frangible weather seals capable of launching a payload of different missiles according to mission: Anti-Tank, Anti-Ship, Spent Uranium Core Armor-Piercing, Flame Bomb, Fire Suppressant, Smoke, Tear Gas, Radio Repeater and a Sub-Nuke (equivalent to 1.8 kilotons of TNT)
- Each missile has a forward-looking sensors tuned to the blink-rate of the laser sight. Stark can target several targets at once, “painting” them with his high-speed scan and different blink rates. He can fire all eight missiles at once—all at different targets. And although only the size of road flares, the missiles hit Mach 2 in just 5 seconds.
- An Electric Mini-Gun that can rest on the shoulder is deployed from the back using the same technology as the missile box. With its own laser sight guidance system, the Mini-Gun can tilt and swivel to acquire and strike targets. Similar to those found on military aircraft, the spiral-packed magazine carries 1,800 caseless, electrically primed, 3.9 mm regular or spent-uranium-core armor-piercing rounds. It can be set to fire 1 or 1,000 rounds per second.
- Located on the right arm is a retractable Chain Gun, a.k.a. Gauntlet Mini-Cannon. The variably configured gun contains eight kinds of specialty 3.9 mm ammo: Spent-Uranium-Core Armor-Piercing, High Explosive, Concussion Type, High Temperature Thermite, Tear Gas, Tracer, Flare and Smoke. The cannon is capable of firing any of them at a moments notice.
- Other Armaments: Gauntlet-mounted Flamethrower, Laser Sword (a.k.a. light saber on left gauntlet); 30mm Palm Repulsors.

With the 37th pick in the CP Superhero draft, StrayBullet selects, Mjolnir (Thor's Hammer) (Gadget/Vehicle/Weapon)
Made of Asgardian metal, Uru, Mjolnir can only be lifted by whomever is granted by Odin. The Hulk has made attempts to lift it and could not. Mjolnir is such a powerful weapon and can summoned at will by Thor. It opens portals to other dimensions, been used for time travel and can go large distances in a short period of time. Mjolnir has also assisted Thor in changing weather patterns and climates on Earth.
