Nah, before he was hurt he had a really good season. After his injury he still pitched well... Next season he will be much better.
I agree with Gozer, the Jays Bullpen is solid.

Do you think this kid has potential? I don't know much about Baltimore's pitching coach, and if he sucks I could see Arnseburg helping Cabrera out. The one thing I do know is I have seen him pitch a good deal, and he has some of the worst control I have ever seen at times (lots of them). The fact that he throws heat might make him slightly overpriced on top of all that.

Daniel? Based on his scouting report I'd take him on a minor league / project type contract. But I'm sure he'll sign with the Royals or Pirates or somewhere he can stay in the league on pure stuff.
I haven't / don't remember ever seeing him pitch.

The Jays light him up all the time. He is gigantic (6-9, 270), throws a sinking fastball up to 97. The Jays play Baltimore a lot so he is hard to miss, I am surprised you don't remember him. The few games I have seen where he has shown good command he blows guys away. Problem is he seems to have stamina problems from what I've seen, and around the 5th (at the latest) he tends to lose a lot of control.
Here is Lindy's blurb on him from last seasons Preview Mag:

Led the AL with 18 losses, 108 BBs, 133 runs allowed, and 126 ER allowed. 3rd in hit batters.
Big tall hard thrower. Chicken wing type arm action in the back. Relies heavily on the sinking fastball and the slurvey breaking ball on which he varies the speed and break. Struggles to get strikes and lacks confidence in changeup. Pitches better in windup than the stretch. Shows signs of learning how to pitch, but still has a distance to travel. Not much of an athlete.
That made me laugh.
Now i have to go look at his numbers from last season...

Update from Bastion (VIA MLBTR):
Jordan Bastian says the Blue Jays are not one of the teams that have offered a contract to Daniel Cabrera. The Jays are interested, but want to see Cabrera pitch in the Dominican Winter League before making an offer... Cabrera's agent says eleven teams have shown interest and Cabrera has received two contract offer.

Based on what? Before his injury he was a solid closer... I thought he was solid last season considering the type of injury he came off.
I am hoping the Jays will trade him, obtain a good prospect and rebuild. I don't see anyway they will be competitive this year......

Ryan was one year removed from a two-year injury, so his lack of raw stuff is explainable. The fact that he was so effective at closing games with one pitch in the upper 80s is kind of a testament to the guy.

I think Ryan will bounce back. No doubt the Jays have the best, or very close to it, bullpens in the league. its fairly young too which also helps.
that being said, i really think the Jays have run their course with Riccardi and need to blow things up. Too many guys pulling high payroll to have enough depth and pieces. i think they need to start putting just about everyone on the market and rebuild with some youth. Other wise they'll just be stuck in mediority forever.
