Easy - one has little to do with the other.

Rep is given for good posts and Lanny had many of them.
Neg rep is also given for bad posts.

Rep is not given for violation of forum rules. Infractions are. And eventually suspensions.

So someone could have many good posts but if they violated forum rules they could also have multiple infractions.
