I don't think he says 'make the playoffs' while quietly doubting that they can. Instead I think he says, why not? The only ones that can decide whether Flames make the playoffs is the team, by playing to 100% potential every night.

Might seem like semantics, but there is some nuance and truth there. He'll always set the bar high for his group of guys.
Who? Conroy?

Conroy looks to improve the team, but the players he brings in need to fit the age range and have untapped upside. He's not bringing in a bunch of 30 year olds to shore up the backup or 3rd pairing. He's hoping to bring in players that he can sign for a long time who pop and become core pieces or high draft picks. The Markstrom and Toffoli trades were clear examples of his approach.

There have been several posts in the past showing that this team has traded away as many or more players than many other franchises in a declared rebuild.

From the most recent 32 Thoughts:

"(The Flames) got pummeled in Vancouver on Thursday night. The one thing - I don't want to beat a dead horse here. If you follow me anywhere, you've been hearing me say this for a few days now.

I got to think Dustin Wolf is going to play their home opener on Saturday afternoon. So that'll be three games in less than 72 hours for him. I think they're looking at something in goal.

I think they're looking at something in goal as a backup. And I have said that I was surprised they didn't pick anybody off waivers of all those goalies that were out there, Kyle. I think the reason they didn't do it is it would have given them four goalies potentially on one-way deals.

And that's of course, their starter Wolf, Cooley, Prosvetov, and whoever they could have picked up. I wouldn't be surprised if they're working on something where one of those goalies goes out, and another goalie comes in, and we'll see what the rest of the deal is to get it done. But, it just says to me that they've got something they're looking at, and I've kind of heard it a little bit too."
