Generally speaking, I think you should always go BPA regardless of position. The caveat being that if you have two prospects ranked equally, position can be the tie breaker.
What's that old saying? People make plans, god laughs... or something like that? There are too many unknowns and randomness to try to construct a roster by position through the draft.
Having said that, BPA is a fluid concept and different teams have different considerations when defining that. The best player available for the Flames, may not be the best player available for a bunch of other teams.

Where forwards are concerned, position can be more than a tiebreaker:
Forward prospect who can play centre > forward prospect who can only play wing.
It sounds to me like there are about four centres and six defencemen expected to go in the top 12 this year. If the Flames have the chance to draft one of those 10 players, and opt for a winger instead, I'm going to be wondering why.

If every team drafting top 10 shares that view of where these defensemen would stack up, then there will be none left when the Flames are up to make their pick.
Which is just all the more reason to draft the top center available, or if those options are underwhelming to them, then the Iginla kid.
Which is why they need to move up to the top 10 or ideally top 8.
At 9 you are guaranteed to get one of the best 3 forwards (Celebrini, Demidov, Lindstrom) or one of the top 6 D
At 10 you are still in good shape as you still have Catton
At 11 you expand to Helenius
At 12 Iginla is in play.
