VGS owns the tiebreaker, so Dallas' number is still 4 (or 2 games, stating it the other way)
what does ROW mean? I thought it was regulation/overtime wins and that was the first tie breaker?

The NHL broke down the tie breaker a bit more, so straight RW (regulation wins) are more valued that ROW (regulation and overtime wins). Dallas has 10 OT wins out of their 40 wins. Which is why they are at a disadvantage.

Vegas has no chance against the Avs, they just lost to the Sharks with their season on the line

Reilly Smith won't make that big of difference

I know it's hard to grasp after their first few seasons but Vegas is not good. Eichel trade was a net loss.

Eichel will probably bounce back somewhat next season… but the trade is looking more and more like a huge miss for Vegas. At this point, they need him to become a 100 point center for it to be worth it since Tuch is a near PPG power forward on a good contract, Krebs is likely to be a top six forward, and the 1st round pick Buffalo got could end up being a great player or, at the very least, a valuable asset for trade. Not to mention the fact that Eichel’s cap hit is going to cost Vegas other good players on their roster this summer.

Yeah he would have to "bounce back" to 20 points better than he has even been. Also, their goaltending and other top players aren't looking like they are on the rise.
