Someone with time should develop a hierarchy of calls-in-favour, like a strength of opponent but for penalties that will/won't be called.

If by some fluke the Oilers get into the playoffs, McDingus is in for a shock, as those chincy calls don't happen in the post season. Refs put the whistles away for the most part and generally let teams battle it out 5 on 5.
