I would hope they are considering all factors. They may not weight them all the same, but it would be pretty foolish to ignore things all together.
The overall question is how can the flames extract the most value out of their assets so that they can win the cup. There are a lot of techniques to do that. Developing players well is definitely a great way to increase the value of your players. But cap space is another asset to manage, and using ELCs to get more value from your spending is another technique which has been used successfully as well.
Grossly oversimplifing: will developing Bennett in the NHL this year give the Flames more value towards winning a cup, compared to what they would get from the 3-4 million in extra cap space in 2018-2019? It is a good question, and something which should be considered.

That has nothing to do with being eligible for the Calder.

I agree that asset management is important, including ELC contracts.
But that's not what was referenced here. Randorf (or Gally, whichever) was talking about 25 games - a reference to Bennett's Calder eligibility.
The Flames will consider what is best for Bennett long term. But I doubt very much they make a decision based on whether or not he is Calder eligible this year or next year.

Next subtle change - the actual decision being announced and carried out - will simply change the debate on whether it was the right decision or not. I think we need more effort to push this discussion to coffee vs. donuts. vs. cake vs. pie.

I think you have to give him a game and see what happens... if he doesn't do that well he will know it and will also not feel so bummed out about going down knowing that he has work to do.. On the other hand if he does real well...you give him another etc... He has earned at least one game and I would be shocked if they don't let him play at least one.
