Nothing to base this on, but I think it has all to do with the disproportionately high fine ($600ish) for failing to yield to a pedestrian. Pedestrians behaving poorly get relatively tiny fines.

Getting used to being a Calgary pedestrian is bad for your health whenever you travel. The habit of stepping out on the street first and then half-arse scanning for cars has almost gotten me flattened a number of times in the states.

The problem with hulkrogan's ideas is that they would cost a lot of money to put into place. They also wouldn't solve issues in other places, like pedestrians strolling down the middle of the "road" in a parking lot- 4 abreast and oblivious to cars.

Something easier like changing the law to read that pedestrians must indicate their intention to cross, and must be reasonably certain the driver of any vehicle has seen their intention to cross.

even in other Canadian cities

getting used to being a pedestrian in Calgary is very detrimental to your health if you travel at all

a car basically rolled over my toes in Scotland once because I lazily did the Calgarian, step first, look second thing

One of the cool things about underground parkades is they make a horn sound 10 times louder...
