Of course he is, that's what he was hired to do, he's the "President of Hockey Operations" his job is literally to run this team.
Doesn't mean the incoming GM is a puppet, but it does mean the buck doesn't stop at that person.

Either way, this just tells us that Draisaitl can now be possibly in the mix at #4 now that we can safely say Burke doesn't mind him.

The GM wont be a puppet. But I could see it being someone younger with less experience who leans on Burkes experience.
