He jolted his neck when he fell on the ice. You don't have to hit your head to receive head injuries.
Secondly, who cares how hard he punched him? He deliberately punched a downed player in the face three times. There's no place for that anywhere.

I laughed at the Thornton play and don't think he should be suspended but I hate the Pens and like the Bruins so that could be my bias affecting what I think.
Still think no way that Thornton should get anywhere close to Neal in my view. Not close to as bad a play.

@TSNBobMcKenzie NHL announces James Neal will have telephone hearing for kneeing Brad Marchand in head. Any suspension to him will be 5 games or less.
@TSNBobMcKenzie NHL also announces Shawn Thornton's hearing will be in person. Allows NHL option of suspending 6 or more games. Date/time of hearing TBD.
