Making it 50% of Frattin's and 0% of Scrivens' would have ended up with about the same cap hit retained overall, but would have saved the leafs one of their retained salary spots - they now have only one available for this coming year, instead of two.
Now, It's probably not likely that the Leafs want to use another two spots anyways, but why wouldn't they have saved their spot?

Scrivens is a UFA next year and Frattin is an RFA. It doesn't make a whole lot of difference as the cap hit will be gone.
