None of us are in the room, so either scenario has the chance to be "right"

If ownership is truly meddling, I don't see why they would stop now and let Feaster execute his "rock solid plan" with no input...

Meddling isn't the right word...IMO Edwards, through taking more control from Harley got more involved, as did King after Sutter's Phaneuf trade didn't end up in the playoffs. Feaster then came on as AGM knew the rules of the game, being Sutter's assistant.
Edwards and King knew that they can still strongly suggest through Feaster, and its a group effort on not just the the bigger decisions, but IMO, some of the smaller ones that should be the GM's call and the GM's call only.
The line IMO is certainly blurred, and always has been blurred since Feaster's time here (as AGM and GM) when the lines should be pretty cut and dry.

Btw, funniest line in that article:
"We are a small team," he conceded. "We are a team that is not always as hard to play against as we need to be and that's a function of getting the right personnel."
Tell us Jay, who makes personnel decisions in the first place?

This was something he did follow through on...he came out guns blazing after Darryl was fired, saying everything the opposite from Sutter to placate everyone demanding answers and wanting to hear something different. So, he talked about getting away from the (supposedly) big/dumb/slow/Western kids mentality of Sutter, and talking about getting faster and more skilled.
Well, he's done that, and no longer does this team have a 3rd line grind/energy line who can cycle and can out hit and wear down other team's 2nd and 3rd lines. Instead, the Flames now have three small (somewhat skilled) lines (even when Iginla was here) and then that forces the 4th line with guys like Begin having to do double duty as an energy line, a bang and crash line, and the usual 4th line duties...with only the skill and ability of a plain old 4th line.
The only rough and tumble defenseman is a warrior with a hip problem that got benched by the coach more often than not this year. And that is his own fault for constructing that over his 2.5 years here, along with the coach that he's put his complete trust in.
