That older character looks a lot like Liotta, do we know if he reprised his role from Vice City or perhaps lend his voice talents to another character?

It looks a lot like the VC character, yeah. I almost wish they had have made him look a little more separate and distinct looking if they're not going to go with the same VC character.
I think RS said there are no "known" voice actors in GTA5.

Dan Houser mentioned in an interview that he considers the GTA III era (PS2) and the HD era (PS3/360) "separate universes" and on that note, within this current GTA world, the III era doesn't exist. And due to this, you will not see any characters from III/VC/SA in GTA V. He mentioned you could see some from IV though.
I agree though that Michael reminds me a lot of Vercetti, kind of like where he'd be at a couple decades later. Franklin's voice sounds a lot like CJ's too.. (though I'm sure its a different voice actor)

Oh well.
I loved all the voice talent they had in the PS2 games. Samuel L. Jackson? Yes please.
To be honest, it was a small part of the draw for me. Not the biggest part, but definitely part.

Ya its too bad there won't be any CJ or Vercetti cameos, though they'd both be too old (Vercetti anyway) by now I'm sure.
As for the voice talent, from what I've heard Houser meant only the main cast wouldn't be celebrities, just so you see them as their own person. Doesn't mean there won't be a few cameos in bit roles..
e.g. I heard Aziz Ansari may be the DJ for one of the hip hop stations

And there is the big draw for me personally for the GTA series. I probably won't even play the game for the first few hours, just listen to the talk radio cycles. God how I love the talk radio in these games.

I always get suckered in by these games since they always seem like they will be so much fun but then I usually find myself bored after a couple hours.
I am sure I will be suckered in again though and will be buying this on launch day.

I won't be buying #### all unless they simul-release it for PC.
Since GTA is done by Rockstar North however, they'll say "screw you PC" for about 6-9 months then paw it off to Rockstar Toronto or Leeds and make them create a half-assed port.

Sadly, this is likely what is to happen, because they're not releasing it at the same time as the console versions. I'll still buy it, though, just because it's GTA. GTA4 isn't too bad on the PC, though, what with all the mods. Trying to get the older GTAs to work straight is annoying, though, especially when simple things like the freaking mouse not working don't get fixed. They're bringing VC to tablets, but they can't release a small Steam patch to fix the freaking mouse/multiple cores issue, even while they continue to sell it? Or maybe release a small patch that allows people to run San Andreas at 1920x1080 without having to download a No-CD patch for an earlier version? Makes me a little sour for having bought the older versions instead of just pirating them.

I honestly don't know what's up with Rockstar North and the PC.
Max Payne 3 was released with a quite well optimized PC version, and even though it took 6 months, L.A. Noire's port was good as well.
But even with the expected delay, there is an almost 0% chance that GTA:V will have a competently done PC port. It's pretty disheartening.

Just having a port at all (nevermind competent or not) is what I am concerned about.
Red Dead Redemption never recieved a port at all and L.A. Noire looked like it wasn't going to get one until sales on the consoles were so bad they had to supplement it by expanding to the PC market where it quickly became a Steam sale bargain.
