So if this is true, compensation for losing a College pick to UFA is one round later than drafted, correct. HE was drafted in the 3rd round so compensation is a 4th round pick.
Essentially making this deal:
Hamilton, Ferland and a 4th (As Carolina won't be signing him either)
for
Lindholm and Hanifin.

The only time you get compensation is for not signing 1st round picks (regardless if they are CHL, Euro, NCAA), in which you get a 2nd round pick.
Rounds 2-7 you get nothing if they don't sign.

I do wonder about that.
Mackenzie tweeted after the trade that it was "more likely" Fox would sign now but maybe Treliving had more information than others in that space.
Then used Fox to close a deal quickly before it leaked out he wouldn't sign anywhere before UFA while he still held a bit of value.

so adding Fox was just for the optics? He wasn't going to sign with the Flames and he likely won't sign with the canes either. The only way he holds value now is if they trade him away but you'd think teams aren't going to give up anything for him since he's just going to sign where he wants and if he wants to play for that team, they'd just sign him.
So the 4th doesn't even count now. It was Hamilton and Ferland for Hanafin and Lindholm. That's the kind of deal I can live with. Now, they need to make at least one more trade for a top 6 forward.

A scenario where Fox holds trade value is if decides he wants to go pro after his 3rd year but doesn't want to sign with Carolina. In that case, Carolina can trade Fox's rights to his preferred destination for something.
Even if he stays in college until he graduates, Fox can still get something in trade. The Sabres traded a 3rd to Nashville for Vesey's rights 2 months before Vesey became UFA.
It is possible to get something for Fox's rights, but that value depreciates the closer he gets to UFA.

There is no one credible reporting the RoR verbal commitment trade at this time.
Take it with a huge grain of salt.
The source is the same guy who was pushing the E. Kane to Calgary rumors.

What about Phil the thrill Kessel? I'm thinking the pens are going to move on from him for sure and I think he's just what this team needs, the guy can put the puck in the net. What could the Flames give up to the pens to make them interested?

You really need to take O'Reilly's big cap hit and bonus into account. Back mid season I'd have traded Backlund and Bennett for O'Reilly and a prospect or bottom six help.
