I guess I underestimate that section of the population. It's funny because while a bunch of us here obviously disagree on politics or particular policy matters, we're all somewhat in the same ballpark. I don't think that people who are from the slightly-left leaning to the slightly-right leaning are so at odds that they can't just get along, do their jobs and no one really cares. But the extremists at either end of that scale are another matter.

The city portion of the deal comes from funds rolled over from the previous deal, with money from the Financial Stability Reserve making up the difference. Calgary Coun. Sonya Sharp said there would be no hike to property taxes to cover the city’s investment.
“No added taxes to taxpayers. There’s the question, that’s the answer,” Sharp said.

I think it's becuase they've been banking this fiscal sustainability fund for so long planning on this expenditure that the money has already been collected from us. But it is still our money. These are weasel words, and you have to wonder why they are using them on us at this point.

Using reserves is part of it. Another is using grants that could be used for other things, such as failing infrastructure, health care and education. These strategies will cause tax increases.

I’ve seen politicians make similar claims that some citizens believed. My city went through a similar thing years ago (much smaller scale) with the same claim being made. It was believed by some - even by elected officials who believed advice from admin. (I know, right.)

Are they allowed to use the FSR for this purpose? Admittedly, I don’t know the whole story, but when I read this:

Unsurprisingly, the reason that fund exists seems to be as a contingency fund for when things go wrong.
