My not-so-secret hope is that Nenshi wins with about 90% of the vote and Rick Bell retires after realizing nobody is buying his faux outrage and man of the people act.

They're thinking of probability that the other 97% are voting so differently that the 3% already reporting.
It's unlikely to them that the other polls will so radically hate Nenshi compared to the current reporting that he won't win.

I remember Obama's first term, CNN called it the SECOND the polls closed on the west coast. So... 0% of the west coast vote in.

100% guaranteed they focus on low voter turnout tomorrow, and not so subtly hint that things would have been different if it weren't for voter apathy, despite the fact that most of the people not voting are those who would vote for Nenshi but know there's no point.

US federal politics is different, though. By that point, Obama had won enough states elsewhere in the country, and the outcome from Washington, Oregon, California, and Hawaii was never in doubt.

And also because they do pretty sophisticated exit polling, so they know within a few percent what the results will be as the polls close.
