Reported Crime Rate != Actual Crime Rate.
I don't know the stats off the top of my head but I read about a study of major Canadian centers and over long periods of time, higher end neighbourhoods tend to report more crime per actual crime committed than lower end neighbourhoods. This is probably due to crime being more toward the social norm in an area, and the lowered expectation that the police can actually do something about a crime that you take the time to report.
