I might be mistaken because I haven't checked out the Canadian Charter of Rights and Freedoms lately but I don't remember owning a dog to be considered a right or a freedom.

Well, by extension, it could be argued (likely successfully) as a right for at least some people - e.g. those with a disability.

There are laws that limit weapons. (dogs are much like a loaded gun, IMO)
There are laws that dictate where you can crap.

If a human behaved like a dog, he would be thrown in jail. We should apply the same laws to dogs that we apply to humans as far as I'm concerned.

Conversely, if humans were governed by the same rules as a dog, most of us would have been euthanized for non-life threatening violence or repeat violations of fineable offenses. Tough to compare the two.
All of those things you mention above are already punished the same way (fines), except for the dog = gun comparsion, which I'm not even going to touch. Okay, maybe I will a little. By that logic, every single person, many foods, and most animals could easily be considered loaded guns ready to go off. A bag of Planters Peanuts is arguably more dangerous than a regular dog.
Its tough to prove piss/crap violations for both humans and canines, as you have to catch them in the act. Don't forget, when you're Downtown, that's likely not animal excrement you are smelling/seeing.

DESS, the city is considering rezoning the dog park near the airport for commercial development. You should come to the open house sessions and raise your opinions. I'll be there to voice my opinion to keep the entire area (or at least some of it) open to dogs. These are the sessions:
