The background should have been centered on the caged birds to the left. Why have the slaughter area at the center of the background.

Duuuuuude...........
Let me repeat "DUUUUUUUUUUUDE......"
The cameraman's job is to get the interesting shot. He's not there to make the politician look bad (believe it or not) anymore than he's there to make the politician look good. This was a completely staged media photo opp set up by the governor's office staff (probably at the behest of the local poultry producers association or some such). They set up the time and location (presumably scouting out the place in advance). News crews just show up for these things and are told where to stand. The only input the cameramen/photographers might have is in outdoor situations owing the availability/condition of natural light.
So anyways, you've got the local news affiliate out on a pretty routine story (politician supports traditional family holiday). Suddenly, story becomes politician oblivious to carnage amusingly taking place in background. Damn right he's going to the roll with it and his news director makes it lead item. Sure as hell beats droning politician in front of blue chroma-key curtain with state crest, from a visual standpoint.
I really don't care who the politician is, they all have a few of these types of silly incidents happen in the course of their career. They're human, after all.
Sometimes it sinks 'em (remember Dan Quayle's "Potato" incident?), and other times it's a couple of days worth of fodder for the editorial cartoonists and late night TV hosts before it's forgotten. But hey, that's politics and you enter at your own risk. Sometimes it just captures the zeitgeist.
Even funnier is someone getting all worked up about it, suggesting there's sinister motives in how it all transpired.
Isn't it wonderful to be in a country where politicians can be poked fun at?
C'mon Dude (there, had to say it a third time).
