How many home businesses are there that do not accommodate to the disabled? Do you expect a small business owner who owns her own hair shop run out of her house to have ramps/lifts and large enough rooms or hallways to accommodate a disabled person that may or maynot use her services?

Do you expect hotels that have waterslides and pools to have elevators at each slide or ramps into the pool so wheelchair bound people can use the equipment.

Home business already has that exemption. The hair salon is a bad example though because it goes against the Land Use Bylaw, and Health standards to run a hair salon out of a house.

In a pool situation it is required to have access to the side of the pool and change shower area not to the top of a water slide.

As for what is required in codes for larger shops and malls, it took the ADA decades to get the rules we have now established. I don't think there is any chance of it going backwards. Once again these are just minimum standards and those standars are just common logic.
