Home business already has that exemption. The hair salon is a bad example though because it goes against the Land Use Bylaw, and Health standards to run a hair salon out of a house.
In a pool situation it is required to have access to the side of the pool and change shower area not to the top of a water slide.
As for what is required in codes for larger shops and malls, it took the ADA decades to get the rules we have now established. I don't think there is any chance of it going backwards. Once again these are just minimum standards and those standars are just common logic.
