This is determined by the person's privacy settings:
You will be able to see their profile (by clicking on their picture) if they are in one of your networks AND have opted for people in that network to be able to see their profile.

1 - It's great for sharing photos. The "tagging" feature is really good.
2 - It's great for organizing events.
3 - If you have enough friends using it, it's a lot more useful.

One of the issues with opening up Facebook to the general public is that random people can join and make fake accounts. When it was just university students you had to use your university email to join, so you only got one chance to create an account and if you made a fake name... the network would be wrong and you wouldn't be able to have a real account.
