I don't get was Clement was thinking there. With 2 outs it matters very little having runners on 1-2 VS 1-3, way too high of a risk for no reward

Nope, hard disagree. Margins are tight in games like this and you are at the top of the order. 2nd vs 3rd makes almost no difference except for the wild pitch.
