Well yeah it would have to be if it is a laundering scheme. He’s laundering money through the Foundation, then pays it back to himself.

Well the dirty money would have no need to actually buy tickets. It just gets reported that way.

Of course it’s pure fiction, other than it is set up exactly to do this. Casinos are tailor made for money laundering operations since you can’t trace the intake.
