As for this case with how easily Pinto and the NHLPA took the punishment it seems pretty clear that they know what happened was wrong/bad.

Yes, league and PA rules are rules and they are pretty clear in this case. If you're caught you don't have a leg to stand on, just like any other league rules. NFL players making bets within team facilities, same thing.
Having others make bets under your account is even stupider, even if he didn't have knowledge of what or who those others were betting on. Would he give his banking passwords to the same people? You're a couple small steps away from extortion at that point; though maybe he was being extorted/blackmailed?
