Previous to that lockout, there were many instances of star players making north of $10m per season.
Thus, the notion that a team wouldn't pay McIdiot $15m is unrealistic. Owners have clearly done it, in small markets, large markets, and both with and without salary caps.

McDavid's deal was actually 16.67% at the time he signed it. Still not crazy compared to his previous peers.
Ovechkin took 19% of the cap in 2008 on his 13 year deal. Crosby's second deal was 17% I believe. His third was the discount of $8.7 (14%) for 12 years or whatever.
Both of these deals which are now illegal in length helped beat down the salaries of top players. There is a good chance Crosby would have taken more on an 8 year deal instead of one that went into his late 30s.
You couldn't just take more money than Ovechkin or Crosby.
It took until 15/16 until Kane and Toews finally broke past the big two, and then almost 20 guys blew by Ovechkin and Crosby in a span of a few years after that.
I think the contracts for Ovechkin + Crosby are a partial reason why the leagues stars are now underpaid relative to how much they were getting right after the cap was introduced.
