He wanted a brand new car — a Chevrolet Cruze with all the trimmings.

As a man in his early 20s, he knew his insurance costs would be high.

So he became a woman, though only on paper.

"I have taken advantage of a loophole," said the man — we're calling him David — who spoke on the condition that his identity be kept confidential because of the potential repercussions.

David, who lives in Alberta, says he identifies as a male. But his government-issued identification tells a different story.
Seems like a pretty clear cut case of fraud to me.

I'm not sure it's fraud against the insurance company. That's a whole different thing. But it would be perjury, swearing a false oath. If these facts are true, then it's perjury.

I think insurance companies would welcome these sort of false applications. It's essentially risk free money for them as they would never have to provide a payout.

Others have covered it but he stated in an affidavit to the government that he identified as female. He stated in the article he identifies as male. He did this for personal gain.

Seems like fraud per the definition posted by Corsi.

The government can't really complain that people are exploiting a system for personal gain when they created that very system. Considering there are plenty of areas where discrimination is legally allowed, they had to have suspected that people would attempt to manipulate it for their own gain, especially when they made it as easy to change your gender as it is to change your address.

Unless people openly admit to lying, trying to prove that someone isn't a gender that they claim to be would be an uphill battle in court. And I can almost guarantee that trans groups would rather a few people gaming the system than the government go back to mandating actual doctor's sign offs before allowing changes to documentation.

Sure they can. If someone was taking advantage of welfare, affordable housing, EI or some other social assistance program, that would be someone exploiting a system for personal gain of a government created system. And it would be fraud.

With how fast society is changing when it comes to gender and gender fluidity, I expect within a decade or so there will only be handful of situations, mainly medical, where people will be asked to provide a gender. Car insurance won't be one of them.
