I don't like this for the Flames. Either the Flames are moving to a 4-4-1 protection model, which is dumb for a player like Stone, or they risk being penalized by the league for trying to sign Stone after the expansion league.

This is some pretty far reaching speculation. Stone controls his own destiny - he doesn't have to sign with Vegas any more than he has to sign with us. Fact is, Stone has connections to Calgary already - so if he signs here, there's no grounds for penalization unless there are hard facts.
Flames won't be changing who they protect based on a UFA d-man.

Or they don't protect him at all and the get a top 4 dman to play through the final stretch of games as opposed to Wideman or Engelland with Brodie. A 3rd in a terrible draft is not a crazy price to pay for a rental.

Any team in the league can try and sign Stone after the expansion draft and July 1. You're concerned for no reason. There's also no chance this signals a choice to protect 4 defencemen.

Also if his wife and family are from here, just had twins, and they want to live in Calgary, then I'm pretty sure a handshake agreement for a contract that won't be signed until after the expansion draft wouldn't seem out of the question.
I'm kinda surprised we didn't try to ship them Smid in the deal as well - just to get out from under the LTIR room.
