I agree with you. I don't think you should be able to directly push the goalie in, but if you outmuscle the defender and he rams his own goalie, well then....

It's a fine line though... lots of instances of someone blindsiding an off balance defender to take out the goalie.
That one could have gone either way but in general some of them are tough to call.
