 They can't legally just pull over all traffic and start seeing if you're on the up and up, that's against our rights in a major way. In fact some would argue that even checking all traffic for impaired drivers is against our rights, but it's one of those ones that no one wants to really get into for fear of being against the curbing of drunk driving.

Well, to be fair, they can run your registration/plates (and do) a lot as they're cruising to make sure you're on the up & up on a regular basis. 
They just can't search your stuff without probable cause. They are well within their rights to pull you over at a checkstop and if you give them probable cause (smell, admit to ANY alcohol) then they can and will have you submit to a roadside test/blow and give you the full once over.
