That's how it should have been designed. But some project manager when building this project to reduce cost probably suggested to put the pipe just outside of the required allowance reducing welding and pipe cost by 20%.
Anyway it's a question that the PE/PMs should have an answer to if asked so the issue should get put to bed quickly. The z662 requirements though are missed more often then you think because of people designing the crossing for anticipated loads rather than designing to code.

More fun times from this great group! An article earlier asked their spokesman how much the group has spent and he said "I don't know...maybe a few thousand dollars". The amount of mailers they've sent out, signs they've printed, and legal council they seem to have hired here would imply a cost higher than that, but hey, why let facts get in the way of a good argument?

I thought it was curious that no video of these altercations came out after Nenshi's dramatic speech. In this day and age you'd assume that smartphones would be at the ready to film any heated verbal or physical abuse. While I'm a supporter of the BRT line and I think the opposition to it is silly, I also think Nenshi's allegations are overblown and the decision to halt public meetings was made to shut down the opposition rather than out of genuine concern.

I called it months ago. That pocket of Calgarians are accustomed to getting their way, and they will bring down a world of pain on anyone tries to defy them. There's a reason the city has backed down on every other 14th street proposal for decades. You don't mess with well-connected, rich old people.

I'm all for the SW BRT, but Nenshi has turned into a first rate clown who is far too in love with himself. He gets sued because he makes stupid and inflammatory comments on the regular to make a splash in the media without thinking about the repercussions, and we the tax paper are left holding the bag. His ego is far too big for him now. I was a big supporter of Nenshi, but he's lost his way. Nenshi now does, what Nenshi wants, and if your in his way he's going to bowl you over and make sure you don't get back up.

You know you have a good mayor when people threaten to sue them but they have zero legal grounds to do so. Our mayor gets people threatening to sue him, but his actions give them enough legal grounds to proceed with it.
