I'm not too surprised on this one. Likely she parked in a place she felt comfortable with and then kind of panicked with the two cars presenting this 'problem'.
Not defending it in any way. Just saying that I've seen so many people with absolutely horrible parallel parking skills, yet somehow have a licence. But those in question just avoid parallel parking in general.
There's some kind of mind bend in this world that prevents the understanding that the back wheels don't turn. You can forward-reverse with the opposing motions all you want. But 'it's the definition of insanity'
Not to mention, maybe the officer just wanted to cut the driver a bit of a break. I would imagine that CPS sees a ton of sh***y driving every day, and if they could take away people's licenses like some of the folks seem to want, I doubt that we'd have the traffic congestion issues we do.
It looked like she bumped the other car. Probably not much damage. The other driver may have had a hand in it, too. If he wasn't too cheesed off, got her info and knows she's getting the insurance ding for it...some folks are pretty chill, and don't want someone's head to roll everytime life deals them a bit of bad luck.
If you watch the video; skip back and forth between before/after the accident. You'll see the car's front quarter panel has crumpled in a good bit.
What I don't understand is I don't think she pulled over nearby and waited for the CPS; as I thought the CPS announced they were looking for her? How could they have met her at the scene shortly after, and then announce they're trying to find out who it is.

CPS is not a monolithic single entity. What likely happened is that the incident happened, and cps was called to the scene. Despite what all the outraged folks on the interwebz want, it was determined to be a minor accident at best, and with information exchanged, insurance will take care of it. It was, like every other minor accident like it in the city, forgotten about. Then this video surfaces, and a new investigating officer is assigned to it, and they are "looking for her". The officer who attended comes back on duty, realizes it, and finds out who is now investigating it, and talks to them about it.

I believe there is enough evidence here to at least warrant her license being changed to conditional on her being retested by a school chosen by the police not the "pay for license" schools like this person originally used.
Per CBC, the woman was located and given a $115 ticket. She claimed she didn't know she hit the other vehicle
In another news article, it said that the driver of the red car immediately went after the silver BMW and found her a little while later parked and examining the damage to her BMW. She just lied to get out of a hit & run charge!

FWIW, you can initially leave the scene of an accident and not be guilty of an offense under Section 69(1) Failure to Remain at the Scene. She wouldn't even need to say she didn't feel the impact of the collision to be fine.

Leaving the scene of an accident carries similar penalties as a DUI. It's a loss of licence for 1-2 years and a criminal record. You must take a driver's test to get back your licence, a $400-2000 fine and 7 demerits. If you don't want a criminal record, you can ask for a criminal record suspension (formerly a pardon) after five years.
Think that only applies to hitting a moving vehicle. The one I'm talking about is common for parking lot incidents

Well, there was indeed the 'usual' litany of bad driving in there. I also noticed that the guy taking/posting the video is an impatient jack@$$ who's not a very good driver himself. Shouldn't throw stones.

I agree, the driver created a lot of the situations, when all he had to do was relax, ease of the gas and let traffic flow. A great example of how not to drive.
It's kind of like creating the hypothesis and engaging the the data head on to influence it to your result which makes the filmer the very thing he calls his observed.

No kidding the guy drives like a grade A twat. I particularily like the one where he rolls through the stop sign then honks at the guy turning in front of him. If only CPS could track him down and give him a ticket.

I caught another clip of his from 2012 that shows him engaged in an accident. Watching the clip, I figured him to not only be at fault, but that he'd likely have picked up a "driving too fast for conditions" ticket in the process. He clearly shouldn't be calling other folks bad drivers until he gets his own skills in order.
