Not going to happen. From what I understand AC is effectively broke. They sold Ibra and Silva at a bit of a discount basically to get out of paying their ludicrous wages, I dont see them taking on Tevez who I think makes some pretty ludicrous money of his own.

What's not to like? When they went into liquidation they essentially ceased to exist as a registered member of the SFA.
The newly formed company/club can't automatically inherit a terminated registration and must rejoin the league. Why should they join at the top tier?
Technically speaking Rangers FC that was formed in 1872 has ceased to exist.

Ahead of Friday's SFL meeting, the SFA and SPL had promised reorganisation of the leagues and redistribution of income in return for Rangers being placed in Division One. The chief executives of both those governing bodies had warned of dire financial consequences should Rangers be placed in the bottom tier.
SPL clubs will also be looking to discover further details of the predicted commercial losses resulting from the loss of Rangers.
Contracts reportedly have an exit or renegotiation clause should either Celtic or Rangers be absent and the television deals. Sky and ESPN were due to sign an £80m five-year deal this summer, although their existing £13m annual contract has a year left to run. SPL chief executive Neil Doncaster told SFL clubs that a total of £18.7m would be lost to the SPL if the Third Division option was taken, all but £1m from broadcasting deals.
Doncaster has apparently valued TV revenue at just £3m if the Rangers newco was made to start in the Third Division, but Sky Sports has maintained its silence while ESPN has said it wants "to have a continued relationship with Scottish football".

Lloris is widely thought of as world class and he's 25
I would have thought they were planning to wait a year longer to get someone new but if/when someone like Lloris becomes available you have to make it happen

I never did get this. I have read countless times about players agreeing personal terms prior to a transfer. How does a club agree personal terms with a player if they have not had a fee accepted? Is that not tampering?
This is not anti-Tottenham, I am talking in a general sense here.

Its two separate negotiations. Often the owning club will allow the buyer to negotiate personal terms to see if a deal can be done. If a club cant agree on personal terms then theres no sense negotiating a transfer fee anyways, and vice versa.
For instance, and nothing against United in this situation, but didnt they agree a fee with Inter for Wesley Sneijder but it fell apart on personal terms? He wanted a staggering amount of cash and United just said no.
I may be totally wrong too...

Yeah, I heard that too. Basically, with Englands higher taxation compared to Italy, they would've been looking at north of £220,000. Higher than Rooney. There were talks he'd take a paycut... Little that did.

Usually a player and his agent will be brought in officially when a bid is made and the team is considering it, they want to see if it's worth it to continue negotiating so they can be going on at the same time
it doesn't happen all the time but it's a lot more common than in sports over here

I read that it was closer to £300/week and United just hung up the phone.
Cant blame them on that one. Thats insane cake and it was higher than Rooney's wages.
