That's not the way I heard it. I just heard it as they said there was (only) marijuana in his system, not that they 'blamed' the attack on it. I do agree with your statement of how governments react to drugs, but I don't think even they would be stupid enough to spin this one THAT much. Who knows, maybe different sources reported it differently.
Either way, he clearly wasn't on bath salts, which has become the new bogeyman anyway. Like MJ in the 50's, acid in the 70's, this is the new drug that will destroy you with one dose and turn you into a face eating zombie!
Not that I condone it's use, because it does seem very dangerous, but it does show the governments plan to demonize (and societies misunderstanding of ) drugs.
Like the Greyhound incident in Canada, mental illness is still far more likely, and for more scary than drug use. The only difference is, drug use is (usually, perhaps minus some medications) voluntary, mental illness is not.
P.S. That 'munchies' comment really cracked me up!

While that defense plan is quite thorough for dealing with various types of zombies, there is a disconcerting lack of preparation for the zomby threat.
