If you are in the flood evacuation zone, do not worry about turning off electricity or gas. Enmax and Atco will turn off power and gas in the areas, as necessary.
Power already out in Mission, I'm sure Cliff Bungalow and Vic Park are next.

Confirmed. I was just talking on the phone with a buddy in Douglas Glen and the cops came by with sirens & loudspeakers telling everyone to evacuate.

No, there are actually a few houses, right down in the Valley that are buried in the trees. You can barely make out the roofs of them from the top of the ride on the Brittania side. I believe it is some sort of kids camp thing. The only place you can really see them, is from the golf course.

I would have to think a lot of workplaces will be basically shut down tomorrow, downtown or not.
Between all the people that have been evacuated and are staying with friends, relatives, whoever, the travel advisories, the road and transit closures, the school closures (parents having to stay home with younger children), and possibly an upcoming boil water order, that makes it borderline unreasonable to ask non-emergency employees to come into work.
