Probably some maintenance work being done at the time. Those barricades were gone when I was in Ottawa in the spring, but another monument on the other side of Parliament was barricaded off for repairs.

As far as the timing of the release goes, I doubt very much the Sun had anything to do with it given the story itself says the pictures were given to the Ottawa Citizen. It is as likely as not that they came out now because we are approaching the first anniversary.

Yeah, I should've added that I dismissed the notion, but it's a sad reflection of the way this campaign has been fought that it would even spring to mind.
