Yup, that's what Leylah did in her match against Sorribes Tormo, Tormo was just floating the ball back and Leylah was playing in the forecourt and using angles well to hit shots that Sorribes Tormo had no chance running down.

Bianca is an incredibly smart player.
Took her a few games to figure out strategy and get timing on all that topspin, and proceeds to win 5 out of 6 with 3 breaks.

You can redo tosses, but I think what the umpire was saying is she deliberately caught the toss to get more time for a first serve.
