The banks can act immediately. They don’t need an order from the government. Of course they’ll freeze if ordered to and they’ll report if they freeze. But they can act on good faith suspicion immediately.
I didn’t miss the good faith aspect. The freezing may well be in good faith. “His debit card showed he was Ottawa last week, he’s a trucker, and now for the first time in 3 years he’s withdrawing $6000.” That actually sounds like good faith to me but it would ruin his life. I am simply saying they didnt need the emergencies act and some unfortunate people may easily end up devastated because of this.

They are supposed to vote at some point tomorrow. I don't know when though. The Senate needs to debate and vote on it as well which happens after the House has concluded if I'm not mistaken.

Current situation:
My friends are downtown cleaning up all the garbage the garbage left. My friend was discussing what they should do with the large BBQ. Someone overheard the discussion and said "Some guy came through earlier and walked off with the generator". I guess it's a free plunder time. Though I did learn that the police were searching the camps for weapons and any unopened food was going in bins for the food bank.
I can't help my friends because I live outside the red zone. My civil right to free movement is being suspended! Oh noes! I was actually pretty dang lucky. I got the cat medicine to Zexi about an hour before the barricades went up. An hour later I would not have gotten through. (She messaged me this morning and said Momo is doing much better now) Police are asking people to show proof of residency to be allowed in. Or proof that you work in the red zone.
There are still hooligans in the street, but they will finish towing all the vehicles today. Police have warned that anyone parked on the street in the protest zone will get towed, so if you live in the area, you better find somewhere to park inside. Even temporarily like a paid parking garage.
A friend TRIED to start re-postering today. It wasn't anything radical. It was "I love you Centretown". Or "We (heart) Ottawa". So they are tearing down the racist propaganda off the poles and putting up these innocuous posters. Yet the (I'll use Zexi-terminology here) "pooheads" saw that she was taking down their posters, so they starting ripping down hers. It is our hope that the remains of the convoy will pick up and move out today or tomorrow. It is a long weekend (Family Day) so they may stay at their hotels and make life hard for the people here for a while longer. Since they were chased out of the downtown downtown into the southern part of the red zone, many are now spread out, in groups of 2 or three. There was a group of 10 in the beer store in Chinatown. My wife said "they scurried off in all directions like cockroaches". Apt. So they are not a great thong of stupidity anymore. But their lines of communication have been destroyed. Police had been afraid to act because if two of them were harassing someone and the police intervened, they could easily have 10 guys there in seconds. It is also a cold Sunday morning, so the streets are mostly clear. I am hearing that people are feelings safer to go for groceries now that there are significantly less of them about.

As soon as Ottawa residents are given the all clear they all need get out on the streets in huge numbers and go about their normal lives. That, along with regular police patrols these remaining cockroaches won’t dare do anything but scurry back to their rural holes they came from.

You keep using the word suspicion. I don't see it in the article.
It clearly talks about following the money. So I think a little more goes into than just a withdrawl.
I downloaded that leaked donation list a few weeks ago. Will they go after everyone one of those people? Freeze account even if they donated 50 bucks? I wonder.

I'm definitely not an expert but from what I understand once the declaration happens the Act and whatever is in the declaration is in effect even before it is formally voted in.

The press conference yesterday with the Police Chief Steve Bell ended with an "independent" journalist saying that protestors have noted they're being asked their names, and license plates being taken down as they leave. She and the protestors seem to think they've done nothing wrong and will walk away free and clear.
Bell made it clear that more is coming and just because you drove away from Ottawa on Friday doesn't mean you didn't break the law the weeks previous. Extensive police and investigative work will happen. Mischief is probably just the arresting charge for these people
