Teams are not obligated to follow that. In the CBA, if your 18th birthday is on or before September 15 in the draft year, you're eligible to be taken.

At least sometime on day 2 when they weren't going to have to analyze the pick on TV for five minutes.
I assume Bettman knew what the pick was before throwing it to Bergevin... amazing job by him keeping a straight face. I'm sure he's pissed.

I mean, Montreal did try and get DeAngelo last year right?
They also traded for Andrew Shaw after his homophobic slur suspension. They don't have a great track record.
