Excuse my ignorance here, but I assume that downloading off steam as opposed to buying the PC version in-store won't affect my ability to mod the game, right?

Don't see why it would. Any similar game that has mods/addons that I've got through Steam have been just fine.

I actually prefer the console versions of these games. I get too caught up in the modding and hacking side of things when I play on PC. Consoles ensure I play the game straight-up without any temptation to mod any of it.

This is a good thing?
I remember some of the UI tweaks for Oblivion made the game a lot more enjoyable. Some of the mods/hacks I've used were to fix bugs. Some were damn near full-on expansions.

Oh, yeah I hear that. I'm just talking about the other mods. I always start out just adding in the bug fix ones or the gameplay tweaks, etc, but then I end up with the "instant-teleport-to-anywhere" and the "chest-full-of-enchanted-weapons" mods, and after awhile the game isn't all that fun anymore.
elder scrolls is always best on pc with add ons. morrowinds user created mods were so good they improved the game from good to amazing. or whatever subjective way you wanna score it.

I know with Oblivion, there are some mods you can't do with Steam, but the vast majority I found are totally fine.

If you drop an item on the ground near NPCs they will react to that as well, such as a child might try to give you the sword back, two men will fight over it or someone might even try to kill you with it if they dislike you.
