Seriously I have seen a few reasons, which I don't agree with, for not having this and many blanket statements against this. This will be excellent for the league. I really hope the commishes(is that a word or even the right way to say it???) go with this. I would love to come back to a league with this addition.

Personally I would be against expansion for the upcoming season... we've been working on our teams without any knowledge of a possible expansion.
If it was for the following season (06-07) then fine... that would be sufficient notice.

I think those concerns are a little apocayptic...
So long as proper age and/or CPHL experience excemptions are in place, the situations where a team is going to have to cope with losing someone from their core will be few and far between.
and besides FFFBC, this might give you a chance to offload the concussion-brothers Deadmarsh and Allison! lol.
