I think so? When I baby sat decades ago, I recall rates being discussed as being a couple bucks over minimum wage for 2 kids simultaneously. A single kid around minimum wage rounded to the nearest $0.50 IIRC and if you got more, you were lucky.
Honestly speaking though, it's all under the table stuff anyways, so whatever you and the baby sitter agrees to is fine. Minimum wage laws don't really apply and don't have to be used as a baseline. Toss in a bag of chips for the baby sitter if you're worried about the $0.20 difference in minimum wage. Whatever.
Nowadays, I house sit. Sometimes I get money, sometimes I get old things lying around and beer and call it even, sometimes dinner is involved. It's really whatever you and the other person agree upon. Win win anyways. Neighbor gets someone they trust, pay less than using a certified service and better peace of mind. I get compensated well for something that requires very little extra effort.
Sometimes, it's family. I get paid in hugs and fist bumps (plus random souvenirs and duty free) for house sitting and pet sitting.
