You're right, it's affect.
Affect can be either a noun or a verb, but here you are using it correctly.
Increased download speed is the EFFECT of the recent upgrades.
Download speeds have been positively AFFECTED by the recent upgrades.
Of course to add confusion to the situation...
The recent upgrades EFFECTED by Shaw have positively AFFECTED download speeds.
My AFFECT is improved by the sweet, sweet download speeds I am getting now.
All of these sentences are correct grammatically, but the verb form of EFFECT means to complete, while the verb form of AFFECT means to influence. The noun form of EFFECT is equivalent to "result', while the noun form of AFFECT means 'demeanour'.
