Prosvetov is probably the guy for most of the season. I suspect they just want to get him a stretch of game action before they flip him in for Cooley. I think part of his poor showing in camp could be attributed to readjusting to the North American ice and not being used to how the team plays.

2A and 2B? We won't win more than a game that Wolf doesn't play if that's the plan. Cooley is 28 with six nhl games and looked horrible in the pre season. Prosvetov Is more of the same, a long shot signing. Not having a capable back up who can support a young goalie is something Conroy needs to address.

They should sign a backup. They missed the playoffs by 0.00000000001 points last season - the 20 ish games that a backup plays certainly matter!!

Prosvetov has been playing in North America for a decade first playing tier two junior in Minnesota at 17. Moving to the USHL then the CHL at 19. His only time back in Russia was last year for that season, I don't know how must readjusting he needs. It was shocking how much he lost his net at times during the preseason

Looking at Cooley's preseason and saying yeah, thats good enough, shows you're not serious about playoffs.
Maybe they're serious about Gavin McKenna though.

As it stands Gridin is going to end up in the AHL to make room for this team to carry Miromanov. Now, they could put Huby on IR to make room, but I don't get why they wouldn't waive Miromanov just to give themselves some options.
They've talked about how they will take the 23 best players and they just aren't doing that. I don't really agree with the Miromanov spot either - would much rather have kept Solovyov, but perhaps the Flames just don't value him as highly.
I anticipate Gridin will start if someone isn't healthy to start the season, otherwise Gridin gets sent down. You can't just have blindly follow a philosophy. What if the Flames waive someone just to make room for Gridin, or make a poor trade just to open up room in time. Then Gridin comes out of the gates slowly, and shows that he needs some AHL time? You lost an asset for nothing. Just look at Honzek last season, for instance - he had a heck of a preseason, but he didn't look very good to start the season and then finally go hurt (which was just unlucky, and not a point I am making).
As far as I see it, Gridin earned a spot on the team, and it is now up to Conroy to make some room for him early on this season. It doesn't mean it has to be day 1.

San Jose is paying $25M for players who can’t play at any level ever again, and our ownership (who just got a new taxpayer funded building) can’t spent an extra $700 grand to ensure we have a good backup for the guy they just gave $50M to.
Is this actually how they’re still thinking?

That's a possibility - maybe even the most likely outcome.
But I think you ride the hot hand. Gridin has swagger and is producing right now. Don't risk cooling that off by sending him down. However you spin it, keeping sharkbit on the opening night roster instead of a kid that did every single thing he was asked to do in the pre-season to earn a spot, is a mistake and contrary to the alleged philosophy of this team/team management.
What if Flames start the season poorly, struggling to score goals. Huska's line juggling can't fix it. Gridin comes up, but the team's lack of confidence results in no points despite moving around the top nine. He goes back down. Maybe he heats up again, maybe he doesn't.
"If he cools down then he isn't ready!' Sure, but do that after he cools down. Right now, reward his fine play. Find a way to make that happen.
Use the IR like 90% of other teams seem to have figured out.
As for losing an asset for nothing - no way any team claims Sharangovich with that contract. He's less desirable than Farabee. At least Farabee plays a complete game, Yegor only does when coach kicks his ass - and then just for a little while before lapsing. These are barely better than waiver wire level assets. Not worth getting worked up over.

Well, Gridin on the opening roster is good news enough then.
But an upgrade in net would sure be nice. I have zero confidence in Cooley and Pros. Nice guys, good interviews, but not confidence inspiring right now.
