I was clarifying if they gave you any grief that the SEF 27 clause on your insurance was considered "out of country" insurance. When I rented in Toronto 5-6 years ago, they too wanted a copy of my insurance showing SEF27 and an image of the pink card. Easy to do since I could just download it from my insurance portal. Providing that info was standard even 5-6 years ago, even in Canada.
The California experience you had is sounding like it's a slightly different situation. I don't know if the policies are indeed that they won't accept out of country SEF 27 or that the individuals at the rental location didn't know how to address it. But going forward, it might be a good idea to make sure to double check with the rental company about the Canada SEF 27 AND ensure you have physical copy of the insurance agreement on hand with pink cards to attempt to have an experience that is as smooth as possible until navigating these new rules is fully ironed out.
