Ha ha, I'm totally that guy in the summer time evenings. Like everyone else, it's the top that gets cold, not the bottom. So it's always a zip up hoodie if it's less than 20 degrees out, but still shorts everyday until at least the fall.

I don't like wearing anything down there😀. Shorts seem like a good compromise.
I work from home and wear short year round. If the temps aren't to high I am not changing to go somewhere

If I see someone wearing shorts in cold weather, I will always silently judge them to be touched in the head but I don’t dwell on it. Be yourself I suppose. Meh, whatever.
