Stop trying to grow the game in the US when you have a team In Arizona that has been perpetually propped up by the league.
Adding teams now is further diluting the on ice product.

Bettman's job has been to grow the league and revenue, which means focusing most of the efforts in the US where hockey is mostly a niche sport. On that account he has done a really great job, imo.
Plus, he worked hard to keep small market Canadian teams like Calgary and Edmonton in place in the early 2000's and we're still here. It was super touch and go for a bit there.

Well if the Flames and Coyotes can get new arenas are there any teams left who have not got a new building or two during Bettmans time besides the Rangers who never will?
Austin is a large, rich, fast growing, low competition city. It seems like it would make more sense than Atlanta. Especially since Houston and Austin would be instant rivals forever.
After that, I'd say Portland, Salt Lake City, then Kansas City make the most sense.
I used to live in Quebec City. Quebec as a province is a far worse hockey market than people realize. There's a reason Saskatchewan and Manitoba each produce as many NHLers as Quebec these days, despite having a fraction of the population.

Remparts games are often packed and is pretty much the highest drawing team in the CHL.

I don't know about where, but I'm sure Mexico is on the radar in some way 10 years down the road for future consideration. Most businesses want to expand and pro sports isn't much different. I believe there have been recent rumors of the league looking into these things. If there's ever any game in a neutral place, consider that a proof of concept for consideration for something down the road.
