It is a common scam actually. There very well could be more to the story (and based on the lack of updates from the OP there probably is) but it absolutely does happen.
The car could be missing a wheel entirely and not have doors, the shop still can't hold it like this. The only way a shop can legally keep your vehicle is if you didn't pay them for something.
So either OP is lying and he owes an unpaid repair bill, or Kal Tire is attempting one of the oldest scams in he book. Either one is very likely

I have spent as much time on car forums than sports forums and bought a lot of tires over the decades and I do not believe this is a common scam at all. Typically the only reason business withhold the keys is because the bill is unpaid. As has been said there's probably more to this story than we have been told.

Very. A dealer tried it on my ex wife. "Oh this isn't safe we can't let you leave until you pay for us to fix this" ( i want to say it was a windshield but don't remember) when I went to get the car later all of a sudden it wasn't a problem. Just trying to sham a woman they figured didn't know about cars.
Usually the minute you give them any pushback they drop it though, which is why I'm leaning toward what I said above with OP a really having an unpaid bill

Here is the update: On Monday we coincidentally had purchased new tires for my fiance's vehicle from Calgary Puck's favorite tire shop and the install date was today. So I went down to Horton Road to get her new tires installed and told the owner my Kal Tire story. He said to have the Kal Tire car towed to his shop and he will get to the bottom of it all.
So the update is that a reputable tire specialist will give you the real story soon...
A moral of the story is that my fiance picks better tire shops than I do

If the OP was lying and still owed money, why would Kal Tire:
A: offer to do more work, if he didn't pay for the initial?
B: offer to release the car to a tow truck?
Sounds like Kal tire is engaging in some shady practices.
I really hope the OP tells us which location this is and follows through with contacting Kal Tire corporate head office, because this is likely not the first or last time this guy would have pulled such a stunt.
